Our Rich Heritage

Since 1993, the Center for Social Change has grown from a bold idea into a movement that redefines what’s possible for individuals with developmental disabilities. As pioneers of community-based care in Maryland, we replaced institutional walls with real homes, and isolation with inclusion.

Our journey began with a clear mission: to create a future where everyone — regardless of ability — has the right to live with dignity, purpose, and connection. Over the years, we've built on that foundation with innovative programs, individualized support, and a commitment to empowering lives.

The Early Days

Our story began with a landmark shift — helping individuals once confined to institutional care rejoin the community. Transitioning residents from the Rosewood Center wasn’t just a logistical achievement; it marked a fundamental change in how society viewed people with developmental disabilities.

These early successes laid the groundwork for our person-centered model of care, emphasizing freedom, belonging, and opportunity.

Expansion and Innovation

As the needs of our community have grown, so has CSC. We’ve expanded our reach across Maryland, supporting individuals with autism, medical complexity, and behavioral challenges through a diverse portfolio of services.

Our offerings — from residential care and vocational training to medical day programs — are designed to build skills, nurture independence, and support lifelong growth, all within an inclusive, community-based framework.
